In October 1945, when the North Korean branch of the Communist Party of Korea was established at the Workers' Party Leadership Association of the five northwestern provinces, he was elected as an executive member. In August 1946, he was elected as a member of the Party Central Committee and a member of the Party Central Committee Standing Committee at the first party convention of the North Korean Workers' Party. At the time of the North Korean People's Committee, he served as the director of the National Security Bureau (the predecessor of the Ministry of People's Armed Forces).
