Today, I am proud that all walks of life love and unite with each other to be the people of this country, and the government is also standing before history and the people with a determined determination to build a great country where wisdom, courage and real strength can be gained from its people.

Then, I will tell you my plan without hesitation.

This initiative is my own decision to make it concrete with the enthusiastic support of the members of the party and the people.

First, we must quickly revise the direct presidential system under the agreement of the ruling and opposition parties and implement the peaceful transfer of government in February 1988 through the presidential election under the new constitution.

There has not been a change in my opinion that the parliamentary cabinet system, which consists of the majority of the cabinet members selected by the people, is the most desirable system for the establishment of democracy in Korea, which can be most faithful to the politics of democratic responsibility in dialogue and compromise based on autonomy and openness.

However, no matter how good the system is, if the majority of the people do not want it right away, the system will be separated from the people, and the resulting government will not be able to share dreams and pains with the people.

So, at this point, I have come to the conclusion that I cannot help but choose a direct presidential election to overcome social turmoil and achieve national reconciliation.

The people are the masters of the country, and the will of the people takes precedence over everything.

Second, I believe that the Presidential Election Act should be revised to ensure free candidacy and fair competition and to be judged correctly by the people in order to change the system of straight-line constitutional amendment as well as its democratic practice.

In addition, according to the new law, election management should be carried out as fairly as possible in the election campaign and counting process.

However, even if it is a straight line system, confusion and disorder should be played by burning hostility with unfounded personal attacks and public instigation, and it should not eventually harm national stability and hinder true democratic development by provoking local sentiment.

Third, antagonism and confrontation in all areas, as well as in our politics, should be drastically eliminated to promote national reconciliation and great unity.

In that sense, I believe that Mr. Kim Dae Jung should also be pardoned and reinstated, regardless of what that past may be.

And all city-related criminals should be released, except for the anti-state offenders who denied the basic liberal democratic order on which we and our descendants existed, or the very few who waved the national flag due to killing, arson, and destruction.

Therefore, I hope that they will also be able to return as members of the democratic civil society.

There can't be a present without a past.

But at this watershed moment in history, I think it's important for all of us to have an opportunity to laugh out loud.

If that happens, the next presidential election will be sublimated into a people's festival, and the emerging government will be able to focus more on building a great country on a strong national foundation.

Fourth, human dignity should be further respected, and the basic human rights of individual citizens should be enhanced to the maximum.
