In the dual government system, the authority of the head of state is held by the president, and the authority of the head of the executive branch is divided between the president and the prime minister elected by the parliament. In terms of presidential authority, the authority is weaker than the president-centered system and stronger than the cabinet system.

In a dual government system, the president's specific powers vary depending on how the executive heads' powers are divided. Usually, it is thought that the president is in charge of foreign affairs (外治) and the prime minister is in charge of domestic 治 (domestic affairs). However, this does not have to be the case, and the powers can be divided in various ways.[12]

On the other hand, in France, a representative dual government system, the president's authority is flexible. In other words, if the parliament is a female minor, the president and the prime minister belong to the same party. In France, the president nominates the prime minister and the parliament exercises the right to consent. In the case of a female minor, it is customary for the prime minister to come from the same party/political party as the president, and on the contrary, in the case of a female minor party, it is customary to nominate a prime minister from among opposition parties.

In other words, France actually operates like a presidential system, but if the parliament is an opposition party, the party of the president and the prime minister changes, and real power is concentrated on the prime minister, so it operates like a cabinet system. [13]
