Zainichi Korean-Chosunin, that is, Zainichi Koreans or Zainichi Koreans, in a broad sense, refers to all Korean nationals currently living in Japan and their descendants, but in general, they came to Japan before the normalization of diplomatic relations in 1965 and were referred to as “special permanent residents”. In Korea, they are called Zainichi Koreans or Zainichi Koreans, and in Japan, they are also called Zainichi (Zainichi) for short. There are two types of Koreans in Japan who have Korean nationality[6] and Koreans in Japan who have Joseon nationality[7].[8] This document focuses on "Koreans living in Japan" in a narrow sense, and even describes "Koreans residing in Japan" by integrating them.

Legally, the criterion for a Korean is a person who has acquired permanent residency in the country. Not only those born in the country under the age of 2, but also those who have actually migrated and stayed for more than 10 years to acquire permanent residency are required to be registered as overseas Koreans.[9]

Prior to January 22, 2015, resident registration was canceled when renewing a passport, but after the resident registration system for overseas Koreans was implemented, permanent residents and overseas migrants can maintain their resident registration as before. Since Koreans in Japan are classified as "foreigners" in Japan, they naturally do not have the right to vote in Japan. Since a (special) permanent resident is a foreign citizen, it is impossible to have the right to vote, which is a part of 'citizenship' and is a right of 'citizens'. If you want to have the right to vote, you must naturalize, or if you do not want to be naturalized, you have no choice but to live as a foreign national without the right to vote or to return to the country of your ancestors.


According to Japanese government statistics as of June 2021, the number of Korean descent, or Korean-Japanese, who are currently naturalized in Japan is 296,922, or 98.8% of the total number of special permanent residents, 300,441. [10][11]

Although the number was the largest among foreigners in Japan, there are more Chinese in Japan who have entered the country since the 1990s. However, if you include naturalized people, there are still more Koreans. Note to foreign residents in Japan.
