I exported the NDK path but buildozer can't seem to find it .... and downloads version19 ...

The current Buildozer is 1.5
Buildozer downloads the ndk (and sdk) automatically. No need to set a NDK path.
Buildozer defaults to 25b, do not change this.
If you are having a problem, try creating a new buildozer.spec and change nothing and build. Then buildozer appclean and
