NotImplementedError on android

So `gps.configure` gives a `NotImplementedError` on my android device (Kivy/Plyer)

The permissions used are "dangerous",  for example  :

https://developer.android.com/reference/android/Manifest.permission#ACCESS_COARSE_LOCATION

Add run time permissions. https://github.com/Android-for-Python/Android-for-Python-Users#app-permissions

Run time permissions are not granted till after on_start, so you'll have to do a minor refactor.

The above is necessary, I don't know if it sufficient because I don't know anything specific about plyer gps.
