I'm trying to build an android app which require the use of opencv,dlib,numpy libraries.Does Kivy support dlib libraries

I don't know anything about dlib, but it looks like it's a C++ library that would require a build recipe in order for python-for-android to be able to compile it. It is not currently supported. I don't know how hard it would be to add support for it.
