is it a SAMSA rule that all kitesurfers have to wear a PFD ?

You need to check with local authorities on specific rules regarding PFDs.

Also check on how they enforce them.  For example, in Victoria (Australia) there is a rule that kitesurfers must have a type 3 PFD or equivalent but this is not really enforced except during races.

Is SAMSA the South African Maritime Safety Authority?
