Strange artifact at wall of print.

Hi

I was tuning my printer and got to know that high temperature with fan work better. also then i realsied i can go faster. but in test prints when i going faster.

It happens more on 1 side. the side where there is no fan.the side with fan have none to minimal of this artifact. i dont want to attach 2 fans. happen with fast speeds.

the pla i got is not of great quality.

speed

40 perimeter. 70 infill

retraction 1,1 at 30mm/s  direct drive makerbot type

using this part for fan http://www.thingiverse.com/thing:221306 , (the lip in front of duct which allows air to only go downward is the problem?

Please ask if need more info
