I would think the KPM migration is the source of truth but 0.18.x is a very old release, and I don't have full context at the moment.

So where is source of truth ?

Sorry it was my mistake I compared version 0.18.21 to 0.20.17. 

But I have found one more issue on this page https://github.com/killbill/killbill-commons It tells that Commons version 0.22.y should be used for killbill 0.20.z but kpm tells that for killbill 0.20.17 correct version of commons lib killbill-commons 0.23.9. Need to update this page.
