when trying to look for the error on google, peoples say to allow firewall, but the firewall is not modified by any command previously, and most important, next packages (VPN, AV, Chrome) can be downloaded by BITS and are installed during the TS, without issue. The issue seems related to the office package itself, but i have created at least three different packages, and i have always the same issue...
Here is another way to see the problem use powershell to manually download the content :

Currently, I am preparing an RDS Farm that will accommodate about fifty users.The farm consists of two session host servers and a broker.The RDSH server have 4 CPU and 12 GB RAM each.The servers are VMWare virtual machine on full flash SAN.I have the feeling that this case is not well documented, but I would like to know if I should install Office 2016 in 64 bits or 32 bits?A colleague told me about a possible limitation to the 32-bit installation in the case of the company's use of a 32-bit plugin, but this is not the case.

Go to control panel/uninstall a program/ and uninstall the Microsoft Access Database engine 2010 Redistributable, then go to Microsoft and download it again, this time download the 32bit. Then reinstall the office. I hope in works!
In case it helps someone else - this issue occurred for me because I also had one unbundled office product product installed, which obviously wasn't removed when I uninstalled the rest of the Office suite. It was Microsoft Visio Standard 2013

@RustedSwitch: I think you may have suggested the actual cause of this problem for me (so thank you). How did you uninstall Visio? I ask because, on my affected PC, I am certain that I had installed Visio on it in the past, but it appears I also had uninstalled it in the more recent past, because Visio is not showing up in my "Programs and Features" (aka: Add/Remove Programs). How did you uninstall Visio? Was Visio listed in *your* Add/Remove programs, or did you uninstall it a different way? For what its worth, I have already ran the "office Cleanup tool" multiple times, and that has not helped. Thanks again!
our Microsoft team get in touch with us because they noticed that the download ob updates via MS BITS on all clients, using XG as a proxy, is extremely slow 18kbits.

BITS gives you control over transfer operations. You can specify what your cost requirements are to enable transfers on expensive (roaming) networks and the priority of each download or upload. You can set a transfer to be a foreground priority transfer and have the transfer happen right away or set your transfer to be a low priority transfer and be extra nice to your user. An enterprise IT department might have a preference about how much bandwidth to allocate to background transfers at different times of the day or might want to control how long a transfer is allowed to take.
