Looking for dev feedback about telemetry consumption...

This is a follow up to discussions we've been having in gh issues around how we are consuming telemetry and presenting [error] rates.  It came out of sometimes seeing different rates in the graph, health and sometimes other places. It is relevant to my current PR for changing the graph query approach.  I created a google doc to describe the current scenario and get some feedback.  It may take a couple of minutes to read through, think about, and reply, but please try to find the time.  Lucas, Joel, Edgar and Alberto have all been in the threads, but anyone else is invited to take a look as well, and offer their opinion.  You can use comments or just add thoughts to the end of the doc.

Thanks Jay for the summary.

It's a complex topic.

Side comment, I tried to comment in the doc but it seems it's not open for that yet.
I'll add my suggestions there.
