Hi Amir,

Debraj spoke sometime back, their meeting with the chief sec. ended only now.

He has got the schedule worked out for the field trip and he has promised to share it in sometime now.

Debraj has requested his CEO to help in getting time of Mangala rai and Mr. Sinha and also to suggest other critical people, which will probably be done tomorrow.

We should be able to send the draft itinerary with more details of field trip, in a few hours from now.

Thanks and best regards

sunil

Subject: Bihar plans

Dear Mr. Chaudhary

Could you please help in fixing these appointments so we could draw up a plan for the field trips? I am coordinating with Debaraj as you had suggested.

Amir

Debaraj,

Please finalise the plan for the 13th and 14th in consultation with Anwesha and Ankur. My plan is the following:

  1. Trip to Khagaria, for the 13th of September.
  2. Khagaria is a livestock intervention through women groups
  3. Is still work in progress, a difficult terrain an in hostile conditions
  4. But early results already positive
  5. 4 hours by road and a bit of a walk. So leave early at 6 am and back by 6 pm

For the meetings with Government, September 14, in order of preference

a.       Mangala Rai, Principal Adviser, Agriculture Cabinet of the Government of Bihar

b.      A K Sinha, Principal Secy Agri, slated to become the Development Commissioner this October

c.       Vijayalakshmi, Secretary Agriculture

d.      Anil Jha, Adviser, Department of Agriculture

e.      Sudhir Kumar, Secretary, Animal Husbandry

Other suggestions…

The Bill & Melinda Gates Foundation has recently conducted a review of its Agriculture Development Strategy and decided to intensify its efforts in addressing the problems of smallholder productivity in South Asia.  In India the Foundation proposes to focus particularly on Bihar and Orissa.  Over the next few months the Foundation is conducting an assessment of the needs and priorities for enhancing smallholder productivity in Bihar.  In this connection a team from the Foundation will be visiting Bihar from September 11th-14th 2011.  The team will be lead by Prabhu Pingali, Deputy Director, Agriculture Development, and will consist of Brantley Browning (Senior Program Officer); Brian Love (Program Officer) and Tuu van Nguyen (Associate Program Officer).

The mission of the team is to understand the Bihar State Government’s vision and strategy for enhancing small farmer agricultural productivity in Bihar and priority investments that the government is currently making.  The team would like to identify opportunities for enhancing the Foundations work in the State.  While in Bihar, the team would like hold discussions with senior government officials as well as visit agricultural areas where the government is actively promoting small farmer development through productivity improvement.
