ការដឹកជញ្ជូនតាមផ្លូវទឹករបស់យើងសព្វថ្ងៃចេញទីក្រុងភ្នំពេញត្រូវឆ្លងកាត់តាមយួន ដែលជា ករណីយមួយសឲ្យឃើញថា ផ្លូវដឹកជញ្ជូននេះមិនឯករាជ្យឡើយ។ ប្រទេសកម្ពុជាយើង ធ្លាប់បានឆ្លងកាត់សម័យបែបនេះរួចមកហើយកាលពីសម័យអាណានិគមបារាំង។ ដើម្បីឲ្យពាណិជ្ជកម្មរបស់យើងតាមផ្លូវទឹកឯករាជ្យទៅបានលុះត្រាតែការដឹកជញ្ជូនធ្វើឡើងតាមកំពង់ ផែក្រុងព្រះសីហនុ។ ដើម្បីកាត់សោហ៊ុយដឹកជញ្ជូនតាមផ្លូវគោក សំណង់រោងចក្រនិងឧស្សា ហកម្មទាំងប៉ុន្មានត្រូវអភិវឌ្ឍន៍នៅតាមដំបន់ជុំវិញក្រុងព្រះស៊ីហនុនេះតែម្តងជាការប្រសើរ។ បច្ចុប្បន្ននេះ ប្រទេសជប៉ុនកំពុងបញ្ចប់ហេដ្ឋារចនាសម្ព័ន្ឋនៃដំបន់សេដ្ឋកិច្ចពិសេស (SEZ) ដ៏ធំមួយ។ រចនាសម្ព័ន្ឋនៃដំបន់សេដ្ឋកិច្ចពិសេសផ្សេងទៀតកំពុង ជាពិសេសនៅដំបន់ជុំវិញក្រុងព្រះស៊ីហនុកំពុងតែកសាង។ បន្ទាប់ពីផែនការសំណង់នេះចប់សព្វគ្រប់ហើយ ផែនការជីកព្រែកបាតសមុទ្រនៅកំពង់ផែក្រុងព្រះស៊ីហនុសំរាប់កប៉ាល់ទឹកចំណុះមួយរយពាន់តោនអាចចូលមកចតនៅ កំពង់ផែនេះបាន។ ឈូងសមុទ្ររបស់ខ្មែរយើងមានលក្ខណៈពិសេសនិងល្អបំផុតអាចអនុគ្រោះដល់ការដឹកជញ្ជូនតាមសមុទ្រក្នុងអនាគតខាងមុខ ប្រសើរជាងទីក្រុងព្រៃនគរនិងទីក្រុងបាងកក។ ក្រៅពីនេះ កំពង់ផែយើងមានសោភ័ណភាពដ៏ប្រណីតរំលេចទៅដោយកោះតូចៗគួរជា ទីគយគន់ប្រសើរបំផុតសំរាប់ទេសចរ ។ មិនតែប៉ុណ្ណោះ នៅខាងក្រោយកំពង់ផែ ក្រុងព្រះស៊ីហនុ បានលាក់សំរស់របស់ខ្លួនដ៏កំរមួយគឺជួរភ្នំក្រវ៉ាញដ៏ផូរផង់សំរាប់ជារមនីយដ្ឋាននិងជាទីកន្លែងសំណាក់នៅដ៏ស្រស់បំព្រង ។ ជាអាទិ ពេលថ្មីៗនេះ កំពង់ផែទីមួយរបស់យើងទើបតែត្រូវបានសម្ពោធឡើងដោយមានប្រវែង៩០០ម៉ែត្រពីមាត់ច្រាំងទៅកោះពស់។ ជាការសំខាន់ណាស់ដែលថាកោះវ៉ៃក៏ត្រូវអភិវឌ្ឍន៍ដែរ។ ការប្រណាំងទូកក្តោងពីកោះវ៉ៃទៅមាត់ច្រាំងអាចក្លាយទៅ ជាទីលានកីឡាអន្តរជាតិ។ តែបច្ចុប្បន្ន យើងអាចអភិវឌ្ឍន៍ផ្លូវទេសចរទៅកាន់កោះនេះបាន៕

notre port maritime de Sihanoukville
Le transport par le port fluvial de Phnom Penh doit passer par le
Vietnam. Il n'est, donc, pas indépendant. C'est ce qui se passait durant la
période colonial. Notre commerce indépendant passe par notre premier port
maritime de Sihanoukville. Pour diminuer les coûts de transport terrestre il
est nécessaire de développer les entreprises à proximité même de Sihanoukville.
Le Japon est en train de terminer l'infrastructure d'un vaste Zone Économique
Spécial (ZES). D'autres ZES aux environs de notre premier port maritime est en
construction. Après on creusera un chenal pour permettre à des bateaux de 100
000 tonnes et plus d'atteindre notre port. Nos côtes présentent des conditions
idéales pour un grand avenir : des bords de mer avec des îles enchanteresses avec
comme arrière-pays la Chaîne des Cardamomes pour la villégiature. On vient déjà
d'inaugurer notre premier port maritime de 900
mètres entre Koh Puos et le continent. Il est important aussi de développer
notre implantation dans l'île de Way. Les courses de voiliers entre cette île
et la côte peut devenir un trajet sportif international. Pour le moment nous
pouvons développer un trajet touristique vers cette île.

WORK on the US$40 million Sihanoukville Port Special Economic Zone 1 (SEZ) is
due to be completed at the end of this year, SEZ managing director Lou Kim
Chhun says.
The project aims to attract manufacturers to set up shop near the Kingdom’s
only deepwater port.
Development of the SEZ began in November, 2009 on a 68-hectare site. It was
funded by a soft loan from Japan and built by Dai Ho Corporation.
“We’re spending about $40 million to develop the infrastructure, roads, water,
power, and administration facilities, all of which are nearly completed,” Lou
Kim Chhun said.
The SEZ will offer on-site services such as logistics firms and representatives
of government ministries, with the aim of making it easier for manufacturers to
base there.
Its location next to the port would also make transport easier, Lou Kim Chhun
said.
“We will accept assembly plants of all kinds [in the SEZ], including vehicles,
electronic goods and manufacturing plants making things such as umbrellas,
shoes and clothing,” he said.
Asking prices for rentals are between US$50 and $65 per square metre a month,
with contracts for 50 years.
SEZ officials were negotiating with investors, particularly from Japan, South
Korea and China, Lou Kim Chhun said.
“We get a lot of investors who want to invest and open their business in the
zone.
“We’re still discussing the prices for renting the space, but it’s good news
for us.
“It’s not a problem. Once we agree on prices, the zone will soon be full.”
The SEZ was experiencing particular interest from Jap-anese, South Korean and
Chi-nese investors, Lou Kim Chhun said.
Council for the Development of Cambodia deputy secretary- general in charge of
SEZs Chea Vuthy said the projects were designed to facilitate business in
Cambodia.
“The Sihanoukville SEZ has lots of potential for investors to do business in
the zone, because it’s next to the port and it will be easier to export
products,” he said.
The CDC has approved 21 SEZs across the Kingdom. Four have opened so far: the
Manhattan SEZ; the Tai Seng Bavet SEZ, in Svay Rieng Province; the Phnom Penh
SEZ; and the Sihanoukville SEZ 2.
Two other projects, the Sihanoukville SEZ 1 and the Neang Kok Koh Kong SEZ, in
Koh Kong province, are under construction.
In February, the Phnom Penh Special Economic Zone announced that all the sites
in its first phase had been spoken for and work was beginning on phase two.

CAMBODIA’S first sea-spann-ing bridge was inaugurated by Prime Minister Hun Sen
in a ceremony at Sihanoukville yesterday.
The 900-metre structure, referred to as Techo Morakat Bridge, links
Sihanoukville to the island of Koh Puos.
The Russian company Koh Puos (Cambodia) Investment Group is developing Koh Puos
into a luxury tourist resort called Morakot Island.
Construction of the US$31 million bridge, undertaken by China’s state-owned
Sino-hydro Construction Corporat-ion, has taken three years.
KPIG cited the economic downturn as the cause of various setbacks in the
project.
With the exception of unforeseen delays in the bridge’s development,
the“exclusive” project was on schedule, KPIG board chairman Alexey Chepa said
yesterday.
Phase one of construction, including the island’s residential homes, was due to
begin this year, Chepa said.
Work on the residential precinct, comprising 36 seafront villas and low-rise
apartment buildings set on 100,000 square metres, would begin next month, he
said.
The island’s utilities and infrastructure are set for completion next year.
“I hope that Morakot Island will boost and change [the image of] Sihanoukville,
providing a high standard of living within the Asian region, which will attract
more investors and tourists,” Chepa said.
KPIG director of sales and marketing Marina Khrisanova said last week prices
for the vill-as, which range in size from 450 square metres to 570 square
metres, would range from $1 million.
The cost would depend on factors such as plot size and interior decor, she
said.
“A number of the villas have been reserved by high-net-worth clients … from
Cambodia and also foreign middle and high class.”
Hun Sen praised KPIG during his speech at the bridge inaug-uration, saying he
appreciated the company’s efforts, despite the unfavourable business climate in
2008 and 2009.
“The development of the island reflects participation from the private sector
to boost social and economic development,” he said.
“It also mirrors the confidence of foreign investors in Cambodian security and
political stability.”
Hun Sen said Preah Sihan-ouk province was now considered to be the Kingdom’s
third economic hub after the capital, Phnom Penh, and the historic tourist
destinations of Angkor Wat and Siem Reap.
“From 2015 to 2020, Cambodia will develop a fourth hub in the country’s
northeast.
“It will have potential for eco-tourism, agro-industry and the exploitation of
mineral resources.”
This fourth economic centre would incorporate the provinces of Kratie, Steung
Treng, Mondulkiri and Rattanakiri, the premier said.
