Should there be technical contributions in Steve M's top 10?

Steve M was asked a question from the audience: "Why are there no
technical contributions in your top 10 list?" I thought Steve's
answer
was direct and honest: "Because I could not think of any that
were more important than the top 10 I have."
The vast majority of ICSE tutorials and workshops, and of course the
main conference,
are devoted to technical topics. Why the mismatch with Steve's list
and what we
concentrate on?
