Ijust had a similar problem this evening... The download of a client WinCC Project failed after a timeout after copying the files the downloader stood for 10 minutes on "Opening project" and after that another 10 minutes on "Initializing wincc project" and then it failed. I double checked all of the hints in the Siemens FAQ and all looked OK until I checked the Effective Access in the shared folder -> properties -> Security -> Advanced -> Effective access and saw that all is forbidden for the SIMATIC HMI user group even though in the security tab it has full control and read/write permissions... and this client was working OK an hour ago. No software has been installed, no hardware has been changed. I just added users to the ES project and downloaded all the clients.
I tried to delete the client project on the operator station a few times, restarting both OS Client and ES, stopping and starting MSSQL... The logs didn't have any useful info, except the 30 fails of the project opening...
So the solution was to create a new project folder, grant all the needed access, share it on the network and change the download path in Simatic Manager. All downloaded fine and is working OK.
I guess it was a windows access rights mash up...
To illustrating the problem, I have to say that Firstly I install a new copy of PCS 7 V9.1 on my laptop. and the problem is creating Simatic Station or Opening Wincc on this system is very slow ( opening wincc explorer not runtime)
In that situation the WinCC with a project is opened very slowly. As soon you disable "unused" Ethernet cards and select Wifi card as interface in "Simatic Settings, the project is opened in normal speed!
I check the System and all things that you said is true. My System goes well only when the wireless Network is enable and connect to a network. even if only Ethernet card is active and connect to a network, wincc is slow.
I connect with the support to inform them for the problem. It turns out that they are aware of the problem but for now they do not have a solution. Obviously the developers will fix this issue in the next update or SP.
this was a known problem with WinCC V7.5 SP2.
The project is opened very slow, if the PC is
not yet connected the network (switch or router),
and the networkadapter is deactivatet therefore.

When WinCC is started for the first time, the WinCC Project Manager without projects will open. Every time WinCC is started again, the last opened project will be opened again.
Use combination keys and to avoid WinCC immediately opening projects. When starting WinCC, press the and keys at the same time. Maintain key press until the WinCC Project Manager window appears. The WinCC Project Manager will open, but the project will not open.
Active project
If a project is deactivated when WinCC is running, when WinCC is restarted, the project will be opened again in the runtime system.
If a project is closed and another project was opened in the deactivated state, WinCC will again open the project in the runtime system.
Use combination keys and to avoid WinCC immediately activating the runtime system. When starting WinCC, press the and keys at the same time. Maintain key press until completely opening and displaying the project in the WinCC Project Manager. The first project opened in WinCC, but the runtime system is not activated.
