BUG: KM 1.2.3 interferes with scrollbars

It took a while to track this down to Keymando.
Occasionally my MBP (Retina, 10.8) will get in a state where all scrollbars in all apps show a delay between
trackpad activity and actually updating the screen. I can two-finger-drag up and down for several seconds,
with nothing happening, then lift my fingers and wait for several more seconds, after which the scrollbar
jumps to the final position with (apparently) no other scroll events delivered to the app.
If I stop Keymando and restart, the problem goes away.

Hmm, probably something to do with the trackpad events. Should be able to filter those out.
