Import Users not working

Hi all,

I am configuring an LDAP user federation but I do not want to import the users into Keycloak.  Or at the very least,I only want users to be imported "as needed", meaning when they try to authenticate to our front-end application that is integrated with Keycloak.

What I am seeing however is that the users are being imported even though I am toggling the "Import users" and "Sync Registrations" to Off when creating the user federation.

I am using version 21.1.1.

Has anyone seen something similar or can suggest what I may be missing ?
