Enabling Google SSO on a migrated user

Hi Keycloak Community,

I migrated users and roles from a homegrown auth system to Keycloak. The users are part of google workspace. When I try to onboard a new user using Google SSO it is working but it is failing for a migrated user. Upon clicking SignIn to Google, it authenticates successfully and then shows a page with two buttons (Review Profile, Add to Existing Account). When I click Add to Existing Account, it fails and then returns to my application home page.  I have tried the following options already:

1. Keep Trust Email ON 
2. Removed the password
3. Create a Custom Login Flow with the following steps:
Detect Existing Broker User      (REQUIRED)
Automatically Set Existing User  (REQUIRED)
Confirm Link Existing Account    (DISABLED)
Account Verification Options     (DISABLED)
Verify Existing Account by Email (DISABLED)

How to get Google SSO working for migrated users ?
