New user email verification error

I've been running 23.0.1 for over a year, and have noticed an occasional problem when adding new users.

The new user sets up OTP, and then receives an email from Keycloak containing a mail verification link. Sometimes, when the user clicks this link, verification appears to fail. The user gets a 400 response, with the message:

> Bad Request
> Your browser sent a request that this server could not understand.

The user thinks that verification has failed, but actually it *hasn't*: the user can now log in normally, and the dashboard shows that the email address *has* been verified.

Has anyone else seen this? I think it may happen only when the user clicks the link in gmail, but I'm not sure.

Hi,

maybe the user is double-clicking on the URL? 

What happens if you open the URL a second time, would you see the same error?
