Clarify option handling with non-server commands (import / export)

Hello all,

There have been issues reported recently and over time around what options are needed to run the import export commands. An issue was created to help clarify for users what is expected.

The most involved option would be to also offer a mechanism by which the commands could be run against a local server. 

Please share any thoughts you have about import / export usability wrt to options and on the viability / desirability of running them against a local server. There is also the potential for the new commands proposed by admin bootstrapping and recovery to be similarly affected.
