Regarding the spanish keyboard layout

I can select the spanish layout when I'm at home but not when I'm at work. What gives? At my work's PC I can only select English, German, French, Italian, Portuguese and Russian layouts. At my home's PC I can also select Spanish. WTF?

I get the same thing on os x, I can't see Spanish. How curious!
