This is a brief official proposal.

I think we need a formal word for Im sorry when an apology is intended

I suggest SIE

The sense of UU is more general, it expresses regret but not necessarily culpability.

Cyril suggest that the conventional answer to SIE (or a sentence modified with SIE expressing an apology) shoudl be SIU...SIU can express resolution of social tension in answer to SIE as it does to SIA

SIA (possible sentence)  Thank you (for X)

SIU Youre welcome (no problem, dont mention it)

SIE (possible sentence)  I am sorry for X

SIU No problem, dont mention it (its resolved) 

or one could answer SIE with SIA (thank you for the apology) I suppose
