Learn why this is importantHello Debbie,Reaching out again — myself and other neighbors are concerned that we haven’t received a response or any updates on the proposed daylighting and crosswalk additions as part of the Buckman-Kerns Green Streets Project (https://www.portland.gov/bes/improvements/construction/buckman-kerns-green-street-and-sewer-project). Letters were sent by both KNA (Andrea Haverkamp, KNA board member is cc-ed) and BCA requesting that BES follow established PBOT policy around daylighting / vision clearance during BES capital projects, such as the Green Streets. Daylighting and crosswalks are evidence-based, cost-effective measures that are consistent with Portland’s reaffirmed commitment to Vision Zero, as championed by Councilor Koyama Lane and unanimously passed by City Council.Could you please provide an updated status and schedule for the proposed daylighting and crosswalk additions?For reference, below are intersections that were proposed for daylighting. There were also new crosswalks proposed, as communicated at a Kerns NA meeting. The full proposal from BES (in consultation with PBOT) is in the attached PDF. Buckman-Kerns Green Street and Sewer Project

Environmental Services is constructing a project that installed and upsized public sewer pipes and constructed green street planters in the Buckman and Kerns neighborhoods. These improvements increase sewer capacity, relieve sewer backups, and help reduce street flooding.
General Schedule
Construction is finishing up and should be completed by the end of September 2025.
What’s Happening Now
All work is weather-dependent and subject to change.
The City has issued a Title 18 Noise Code Interim Rule, effective May 15, 2025, allowing construction activities may begin work at 6:00 a.m., Monday through Saturday without a noise variance only when the temperature predicted by the National Weather Service is expected to exceed 85 degrees Fahrenheit by 3:00 p.m. The Interim Rule will be in effect for 120 days and will expire on September 15, 2025.
Remainder of this week:
Construction will resume during work hours between 7:00am and 6:00pm, Monday through Friday. Work may be done on some Saturdays, as well at the following locations:
- Open trench construction is complete.
- Cured-in-Place-Pipe (CIPP) Lining sewer connections at the following locations:
- SE Main St between SE 20th and 21st avenues.
- SE 18th Ave north and south of SE Washington St.
- SE 19th Ave and SE Alder St.
- SE Main St east of SE 20th Ave.
- Pave Tuesday through Thursday (WEATHER DEPENDENT):
- SE Salmon St between SE 16th and 17th avenues.
- SE 16th Ave south of SE Salmon St.
- NE Couch St between NE 29th and 30th avenues.
- NE 29th Ave between E Burnside and NE Couch streets.
- NE 31st Ave between NE Davis and Everett streets.
- Crews will be pouring concrete throughout the project area. These are for sidewalks and driveways where temporary asphalt patches are currently.
Week of July 28:

Project Area
The map below illustrates the entire project area in the Buckman and Kerns neighborhoods where sewer improvements and green street planters are being constructed. The project area is between SE 14th to SE 29th avenues and SE Hawthorne Blvd to SE Stark St in the Buckman neighborhood, and SE Stark to SE Everett streets and SE 22nd to 32nd avenues in the Kerns neighborhood.
