pip install data_utils # not working why

to Keras-users

I ran this command for installing data_utils in my jupyter notebook.

It's not recognizing , so i tried to install in cmd> pip install data_utils

but it's not working can anyone knows why? I do not have anaconda.

So conda install also not for me. How would i fix this.

My python version 3.6
