Keras Hub's TensorFlow dependency

Hi everyone,

Is there any plan to break Keras Hub dependency on TF?

I see that Keras Hub pulls TF in order to use tf.data for pre-processing however TF is huge and when we do not want to use it as a backend nor want to use tf.data, it becomes too heavy.
