Introduction of VS in community pilot projects

Dear all, pls find in the "Files" a first rough proposal for a program
uniting initiatives in several communities, to introduce Vetiver
Systems (VS) for on-farm SWC, protection of dams, etc.
It is not said that this program will be funded as one unity - there
are reasons to split it up as there are different donors for different
programs, and some communities already have contacts with particular
donors.
For example, there may be possibilities to get support from the
Victoria Lake Basin Authority (EU funded project), or KASAL, or
others.
Formulation of this program is allowing us to see a larger picture,
and in the end aim at larger catchment or riverbasin or lakebasin
approaches. The pilot projects are to mobilize local authorities for
larger scale applications, but before anything we need to show 'grass-
root' success: on the ground.
And even if we find one source of funding for the whole of this: we
need to figure out how to organize this (KEVN is not a registered
organisation - and maybe we should look for existing organisations to
be the umbrella?).
