RULES & REGULATIONS & TOURNAMENT SCHEDULE
1. FIDE tournament rules will apply. Chief Arbiter: FA Peter Duke Michieka King’oina (10801880)
2. The tournament will be run using the Swiss Pairing System in 8 rounds. Game points will apply: win 1, draw 0.5 and loss 0.
3. Time Controls of 90mins + 30secs increment from move one for both sections. Default losing time is 30mins for all rounds.
4. Tie breaks: Direct encounter followed by Buchholz (37) and Sonneborn -Berger (52). In the event of ties, prizes will be shared amongst the tied players.
5. Only players and arbiters shall be allowed in the actual playing hall, except with the express permission of the Arbiter. Hence there will be no spectators in the playing hall. Players who have finished their games are spectators and will be asked to leave the playing hall.
6. Recording of moves is mandatory
7. During play the players are forbidden to use any notes, sources of information or advice, or analyze any game on another chessboard.
8. During play, a player is forbidden to have a mobile phone and/or other electronic means of communication on them in person. If it is evident that a player brought such a device into the playing venue, he shall lose the game. The opponent shall win.
9. As long as the game is in progress a player may only talk to an arbiter or to his opponent as permitted by the Laws of Chess.
10. A player may withdraw before the end of the tournament and their score at time of withdrawal shall stand.
11. Photography may only be allowed in the first ten minutes of each round, or with the express permission of the arbiter at any other time.
12. The playing venue will include the playing hall, washrooms and a refreshments area. Note: No smoking area is provided. Players are not allowed to leave the playing venue without permission from the arbiter.
13. In the event of any appeals, an Appeals Committee (to be constituted at the beginning of the tournament) will rule on all disputes. Appeals Committee decision will be final. Protests should be submitted in writing to the Chief Arbiter within thirty (30) minutes after the end of the round, with a Ksh 1000 deposit. If the appeal is successful, the deposit will be refunded.
14. Tournament results will be published on Chess-Results.com.
