Have you tried to:
Install or verify the game is installed on your C: drive
Delete the mods folder C:\Users\username\Games\Age of Empires 2 DE%64bit-steamID%\mods
Did you happen to buy the game on both steam and xbox live?
Many users appeared to have issues installing mods, not me though.
Trying to see what I can do to help since mine is fine.

I am not an expert my friend, but I think the game has to be on the same drive as the operating system. So it does not have to be a SSD, just where your windows is installed.
I am not 100% certain that was the fix or a simple reinstall was the fix itself

So I read your suggestion and went to find and delete my mods folder in c:\users\x\games\Age of Empires 2 DE\mods\ and I noticed that inside were 2 different folders , one from my Steam version of the game and another for my Windows store version of the game.

I tried to add basic mods such as Small trees or external grid mod. Its "Subscribed" but won't appear in real game. Already tried to switch off and on game several times. Im also signed in with steam and microsoft account. Any advice?

Hi guys I have problem with downloading the mods from age of empires DE the mods are not stop downloading I tried many things for solving but no thing happened so if any one get this problem please help me to solve it

Login to ageofempires.com and access By unsubscribing to any mod, AoE2 DE will no longer try to download back mods you are not subscribed to. This will help you greatly if a particular mod keeps getting downloaded and crashes your game.
