Formalizing Estonian Kendo Federation

Hi,

I have been thinking about creating an official Estonian Kendo
Federation. Currently it is legally quite gray are and having witnessed
some of the stuff that goes on in national federations, I thought that
it would be a good idea to formalize the kendo federation in Estonia.

Please read and comment. If there is a consensus, we can write the
official statutes and create the nonprofit entity.
