The PEPFAR Clinical Services ITT desires to get an update on the challenges being experienced by P3 and Busia labs on EID and VL testing.

Hi Jane

I have followed up with Matilu and he says reason for the long turn around time in the two labs is lack of human resource. I thought we had addressed this. 
Do you think it time for us to explore other mechanisms of addressing this HR gap. 
Please let know you thoughts on this.

We have been receiving numerous complaints from facilities regarding long delays with their PCR results.  The facilities are very confident that the delays are not happening on their end since the report they receive is comprehensive and shows how long it took to get the samples to the labs, have the samples tested and dispatched. As a result, they want to know whether they should continue sending samples to ‘their appointed labs’ and are even proposing that their samples be directed to other labs.  See attached mail for a report for one such facility- Tumaini Clinic in Marsabit.
 
Following these complaints, we have dug up some reports from the EID system- see attached picture. The picture clearly shows that there is definitely something very wrong in the labs!!!!! The average TAT in the labs is now between 15-24 days (except for WRP which is below 10 days).  It can’t be that the labs are the ones that are now contributing to the long turnaround times. It took a lot of time and effort to streamline batching & sample transportation at facility and regional levels. If we are not careful facilities will lose their faith in the system and revert back to their old ways and eventually we as a country will regress on the gains we have achieved so far.
