Here are the accepted minutes for the April meeting. As always, HOA
members are invited to attend the monthly meetings which are the first
Tuesday of each month at 7pm in the Clubhouse.




Kelly Farm Owners Association
Board Meeting Minutes
April 6, 2010

The meeting was called to order at 7:05pm. Members present were Mark
Jones, Doug Otte, Scott Chenore, Diane Alexander, Raul Rodriguez, Tim
Smith.

1. Approval of Minutes:
• Scott made a motion to accept the March minutes as written, Doug
seconded the motion, it was voted on and passed with unanimous
approval.

2. Old Business:
• Update on NW detention pond landscaping: After discussion with Gene
Kammerzell, owner of Arborland Nursery it was decided that the next
course of action to rehabilitate the area is to repair the main
sprinkler line and bury it below grade. Then, cutting the grasses
that are there already and harrow the entire area to get it ready to
accept crested wheat grass. Doug will get a bid from Bruce Gouker for
the sprinkler repair work and Gene will revise his bid from 2007 to
reflect 2010 pricing. After that information is presented to the
Board then we will determine if we want to proceed with the project.

• Confirmation of Northern Colorado Handyman Services, LLC for 2010
common area maintenance: Bruce Gouker informed the Board via a letter
dated March 22, 2010 that he was no longer associated with Rocky
Mountain Landscaping (RML). Upon learning of this situation, the
Board had a discussion that due to Bruce’s intimate knowledge
regarding Kelly Farms common area maintenance issues, his company
would be the preferred provider for the landscaping services. Several
board members wanted assurance that we were under no legal obligation
to continue with RML. Our attorney was contacted and their opinion
was that we in fact do not have a legal obligation that binds us to
this company. Doug Otte wrote a letter and attempted several phone
calls to the owner of RML to discuss our decision. The board has
never heard back from RML. Therefore, Northern Colorado Handyman
Services, LLC will honor our current pricing structure that was in
effect with RML and will take over landscaping responsibilities.

3. New Business:
• Spraying of common area Ash Trees for Borers: Doug Otte presented
information from Swingle Lawn and Tree Service that they will again
provide that service to our 44 trees for $264, most likely during the
last week of April or the first week of May. Doug Otte made a motion
to allocate the funds and allow Swingle to perform said services. Tim
Smith seconded the motion, it was voted upon and passed unanimously.
• An owner requested a review of a covenant violation received for
parking a pickup with a ladder rack at his residence. The Board
affirmed that such vehicles are not permitted to be parked in Kelly
Farm.
The Board affirmed that covenant violations by a renter are the
responsibility of the property owner. The Covenant enforcement process
does not start over each time a new renter moves into a residence.


4. Treasurer's report:
• Total current assets as of this meeting are $95,474.68. Diane made
the motion to accept the report as written and Doug seconded. It was
voted upon and passed with unanimous approval.

5. Adjournment:
• The meeting was adjourned at 8:25pm.


The next meeting will be Tuesday, May 4th, 2010 at 7pm.
