Board of Directors’ Meeting
Tuesday, December 6, 2011
MINUTES
Attendance: Mark Jones, Doug Otte, Scott Chenore, Sheryl McBride, Diane Alexander, Michael Jehnichen, Kevin O’Reilly, Administrative Assistant Betty Engelhardt.
The meeting was called to order at 7:02 p.m.
1. Approval of Minutes: The November 1, 2011 minutes were approved as written.
2. Members’ Forum: 75 homeowners were present.
3. Old Business: The pool board (“the pool”) is able to pay current bills, but the cost of capital improvements is the major concern. Rochelle presented a capital improvements list with associated costs. A suggestion for added value received for $50 assessment increase would be 1) a 10-punch pool pass ($75 value); 2) $50 reduction in class C membership; or 3) no annual dues with purchase of complete class A membership (savings of $285). It was made clear that the park is part of the pool. Discussion covered raising dues for pool members, will the board vote on behalf of the homeowners or will homeowners vote, reminding the HOA board that its first duty is to the homeowners and not the pool, there are many people that are living on fixed incomes and cannot afford any increase, what do the by-laws say about increasing dues, being able to use the park in return for increased dues, ask people with the annual bill to give voluntarily to the pool. A majority of those attending seemed to be in favor of an increase if there was something received for that increase i.e., a 10-punch pool pass and access to the park.
4. New Business:
a. Covenant violation appeal of 222 N. 53rd Avenue Court: there is a wooden fence in the backyard that is higher than the white fence. Wooden fences are not allowed in Forest Glen. The homeowner will contact the architectural committee and make the necessary repairs.
b. Draft of 2012 budget - a motion was made to amend section 4.2 of the HOA bylaws to reflect historically how the board has approved the budget. Motion was approved unanimously. The proposed 2012 budget was discussed: postage up slightly, taxes to be paid on the oil/gas lease, covenant control up, legal fees up slightly. Assessment increase to assist the pool was discussed and decision will be deferred to the January meeting.
5. Treasurer’s Report: As of November 30, 3011 assets were $50,984.80. Treasurer’s report was approved unanimously.
