Date : A.S.A.P.BACKGROUND TO THE ROLE
KARINA (Caritas Indonesia) is the humanitarian arm of the Bishops’ Conference of Indonesia based in Central Jakarta and officially considered as a member of the Caritas Internationalist confederation. Karina is established in 2006 with focus on disaster management issue which is translate into 4 programs, namely DRR, Diocesan Accompaniment, Partnership for Resiliency, and Capacity Building for Emergency Response. KARINA (Caritas Indonesia) acts as an animator, coordinating and facilitating body for all the 37 Dioceses incorporated under the Bishops’ Conference of Indonesia
Emergency Response (ER) is the mandate of Karina. The program officer will responsible for facilitation of Diocesan caritas to implement the role and function in ER project. The facilitation role will cover technical assistance of ER, ER capacity building, manage emergency response team in the Karina network. He/She will manage the transition from emergency to development activities. When there is no ER, He/She will manage the development program to strengthen the resilience of the target community.

CONTRACT DURATION
The contract will be one year with the possibility for extension
SALARY SCALE
Karina will offering the salary Rp. 4.000.000 – Rp. 5.717.500 bruto
KEY REPONSIBILITIES
Under the direct supervision of KARINA’s Program Coordinator, He/She will play as a key role in covering all aspects related to the DRR Mainstreaming Project and DRR Contact and Network in order to support the successful implementation of projects.
TASKS/DUTIES
- Facilitate dioceses regarding Project activities.
- Prepare materials necessary for Project activities.
- Provide technical assistance for dioceses to support the implementation of follow up actions.
Monitor budget for Project activities.
- Prepare and review project agreements between KARINA and Dioceses for Project activities.
- Responsible to do project report writing

Ready to deploy to emergency areas as a representative of KARINA.
- Involve in coordination meetings with Diocesan Caritas.
- As institution’s representative in any coordination forums in Indonesia.
- Facilitate sharing of information, lessons learned, and experiences for staff and Diocesan Caritas institutions.
- Undertake any other tasks given by the his/her supervisor and Executive Director of KARINA (Caritas Indonesia).

REQUIREMENTS:
- At least 3 years experience working with local partners on programmatic and organizational development

Experience in working within consortiums highly desirable
- Experience in organizational development highly desirable
- Skills in advisory support to partners, whilst managing partner accompaniment of projects project
- Excellent interpersonal skill and documentation skills
- Experience in strategic planning approaches – including, needs assessment and project design, logical framework development, selecting indicators, implementing monitoring plans, coordinating evaluations and data analysis.
- Strong working knowledge of issues related to development and humanitarian programming especially for Emergency Response.
- Problem-solving skills.

- Computer proficiency in general office software applications (i.e. MS Office).

Jayapura faces shortage of forest police

The district of Jayapura in Papua province lacks adequate forest police to protect over 1.3 million hectares of forest, noted local Forestry Department Chief Nataniel Membri. "Today, we have only 12 rangers to cover the 1,353,407 hectares of protected forest in Jayapura district, so we need a lot more," Membri stated here on Monday. He noted that with only 12 forest police, they are unable to control and protect more than 1.3 million hectares of the forest in the district and around Lake Sentani from illegal logging activities.
According to Membri, another obstacle faced is that the district has only three security posts situated at Yokiwa, Boroway, and Nimbontong to maintain vigil on such an extensive area of the forest. "We need at least 50 more forest rangers to secure the protected forest from irresponsible parties who engage in illegal logging activities," Membri reiterated. According to data furnished by the local Forestry Department, more than 1.3 million hectares of protected forest in Jayapura district comprises 84 thousand hectares of conservation forest, 62,578 hectares of Nimboran mountain forest, 37,784 hectares of Masoali Demta forest, 38,914 hectares of Waruta forest, 319,293 hectares of Sogber forest, 948 hectares of Sungai Bum forest, 28,489 hectares of Bonggo forest, and 10,463 hectares of Karamor forest, among several others. "Therefore, we need more rangers to protect these forests and some 15 thousand hectares of Cycloop nature reserve and 60,774 hectares of wildlife reserve," Membri added.
