Problems with text-files for vocabulary

Hi I am trying to build a controlled vocabulary to German Education Science and want to build it with the three text-files (.en,.rel, .use) but KEA has problems with accepting the rel and the use file, although everthing is in the right form.

I am getting this errors:

Where could the problem be?
