i find that german translations should be available.

you can learn how to get in contact with your translation team (if you
want to help out maybe)

i searched with google for "kde for windows localization"

and found this:

on that page i see 2 things (this might be out of date, i dont know):

i see a button for "Language Packages"

there is a section "Change locale and country settings"
that might be of your interest.
