[release] ACTION REQUIRED: v0.27.0 and v0.26.3

Hello everyone,

I would like to share that kcp v0.26.3 and v0.27.0 have been released. We strongly urge every user to upgrade to one of these new releases ASAP to address an upcoming security advisory. A new version of the kcp Helm chart (v0.9.6) has also been released to include kcp v0.26.3.
