Programmatic Creation of Workspaces

Hi folks!

I am thinking about a design for a hypothetical control-planes-as-a-service concept which we spoke about in the community meeting last week and have been chatting about in the GitHub discussion.

I've tried to overview what kind of service we'd like to enable folks to build, how a kcp-based solution would look, and where we run into issues today.

I've done a small amount of ideation on a design, but it's by no means final or complete. Sharing the document with everyone now to get some feedback on:

- whether I've captured the use-cases correctly

- the potential improvements to kcp which would make this possible
