Reflecting a bit from the last meeting (re: pitch for a github presence). It looks like there's a nice overview page of the services:

Before looking at this as competitor so something like Socrata, it's worth evaluating the feedback tools (e.g. Issues and Peer-requests) that provide public forums to not only have discussions, but also submit tangible data or code. Additionally, (after a quick search) it looks like
