In this context, I also wonder why is the forest department going ahead with this program, when in reality most of the forests in the state is already vested in Gram Sabhas as Community Forest Resources under FRA. Specifically, the area covered under Ama Jungle Yojana would completely overlap with these areas - whereever the rights recognition process under CFR has been taken up seriously- as in Simlipal or in parts of Kandhmal -it is very clear that there is very little forests which would be outside the jurisdiction of Gram Sabhas (as defined in the FRA). Where is the Odisha Civil Society and tribal leadership on this issue - the law brings more than a quarter of land area of the state under direct jurisdiction and control of Gram Sabhas of tribals and forest dwellers - and we barely hear a peep of out of it.

Wasn't this what the "Jangal" part of Jal, Jangal, Jameen was all about? There is a law which effectively gives the control of forests and benefits from the forests to communities. The Ama Jungle yojana is a complete violation of this law- but there seems to be no-one in Odisha who wants to point this out,​

On 3.6.15, RTI Application was submitted to the PIO, Department of Forest and Environment, Govt. of Odisha seeking  information about  details of Ama Jungle Yojana, its  plan of action, list of NGOs selected to get fund under Ama Jungle Yojana. The PIO, office of OFSDS has supplied the following information on dated 30.7.15. The detailed information is  as follows.

A.       Ama Jungala Yojana  is being is being  implemented  by Govt. of Odisha  through the  Odisha Forestry  Sector Development Society.

B.      Annual Plan of Operation in respect  of this scheme has been approved by High Level Committee at the cost  of Rs. 370.33 crore out of the funds  from the State Plan ( Rs. 13.97 crore), interest money available with  the OFSDP ( Rs. 4.00 Crore) and CAMPA ( Rs. 18.62 Crore) for tackling 1750 VSS s during 2015-16 with the following financial arrangements

Dear Biswajit Bhai,

I am quite surprised by the silence of everybody on this - the money should have been used for community forest resource rights recognition- and then go directly to Gram Sabhas for protecting and managing forests. the FD is interested in only one thing- and we know their record on this. 

Its also surprising that very few people have raised concern on this as of now. Ghasiram Bhai, I would suggest that a larger meeting should be organised to discuss this critical issue of subverting FRA - and an action plan charted out. I am sure that Manohar from CSD would be able to help facilitate such a meeting.

I would also suggest that the leaders of CSOs in Odisha seek an appointment with the CM or the CS- and brief them about the power of FRA and its community rights provisions, and how the current policy is violating FRA.

                       The move by the Forest department violates the FRA no doubt but they are going ahead. VSS cease to have any rights or powers over the local forests. So how can they implement the Ama Jungle Yojana? They are going to spend more than Rs.1,000 crores on this illegal program.

I wonder why the NGOs of Odisha working for tribal rights and forest rights are silent over this major violation ? I understand that many have already applied for grants to the Forest department for implementing this program. Hence the silence is understandable.

Responding to my application on Ama Jungle youjan violating FRA though MOTA has asked for an action taken report, I am yet to receive the views of Odisha Govt on the same. Please find attached here a copy of the letter. It will be great if some one can find out the response of Forest Deptt on the attached letter.
