Dear Friends

Find the attached circular issued by Revenue and Disaster Management Dept which clarify that Forest Conservation Act 1980 would apply to those lands which are recorded as non-forest land in Hal (present) record but was mentioned 'Jungle' kisam in Sabik (previous record) record. This issue was a challenge for the people while submitting their claim for individual rights under FRA. The claims were rejected due to such reasons in Deogarh District and other places in Odisha. Although it is already late but still can be useful for reconsidering the claim and resubmitting the claim with reference to this circular. Please disseminate this circular with individual govt officers working at SDLC and DLC level as well as the civil society groups working on FRA.
