Just out of curiosty, do your users have an older copy of winzip that they might be using? We noticed here that under windows 10, older versions of winzip would reset the preferences on which app was used to open pdfs
I can associate pdf files to open in adobe reader no problem. the issue I am having is when you click a download link from within the edge browser it still wants to view the pdf in edge even when you bypass and directly download the pdf, if you click the file at all from within the browser it will open in the browser and not adobe reader.
The solution we adopted was a procedural change and we are considering forcing all computers to default to chrome browser where we have already enabled pdf to open in the default application for pdf (and that works great). I understand what Microsoft is trying to do but they do not need to be so rigid about it do they? I mean who they think they are? apple?
Select "Tools", "Internet Options" from the menu bar. Click the "Security" tab at the top of the screen. Click "Custom Level." The following item in the scrolling list should have a check or a dot beside of it:

From an Administrator account, open "My Computer" and select "Tools", "Folder Options..." from the menu bar. Click the "File Types" tab at the top of the screen. Choose "PPT Microsoft Office PowerPoint 97-2003 Presentation" from the scrolling list. Click "Advanced." Uncheck "Browse in same window" and click "OK." Click "Close."
This setting on your computer may cause some text to appear off screen. Your computer should be set to display small/regular size fonts. If the text below is completely inside the red box, your computer font setting is appropriate.
You can adjust your font setting on Windows-based computers by accessing the "Display" window in the "Control Panel" or the font setting in Microsoft Internet Explorer under "View" -> "Text Size" -> "Medium."
