[PATCH] Dockerfile: Refresh Yocto essential package list

This brings us up-to-date with Yocto 6, adding file, libacl1,
libcrypt-dev, and locales to the set. All of them were already pull in
indirectly, so this is not changing the image.

Furthermore, split off and document the packages needed for older Yocto
releases. Those go back to Yocto 3 right now.
