[The Great Green Arkleseizure]

I have just written to the CCE (Consumer Communications for England) and
SPIG (Service Providers Interest Group) to ask for their support in
putting pressure on OFTEL to rectify the situation in Hull.

Their own descriptions (from their websites) are shown below. They both
seem to fit in quite well with the goal of removing monopolies and VERY
importantly they have the ear of OFTEL. I will post any replies that I
receive on my website.

CCE

Consumer Communications for England is an independent body which seeks
the best possible service for telecommunications consumers in England. It
was set up by Parliament under the 1984 Telecommunications Act. Its job
is to advise the Director General of Telecommunications on issues within
the industry which affect the consumer.

SPIG

SPIG represents the interests of business in the service industries,
providing a significant element of telecommunications. SPIG works with
others in the communications industry and regulatory bodies to:

promote the value of services competition and foster effective
competition
gain a change in UK and European regulatory regimes to remove the
distinction among telecom users
support the work of the Network Interoperability Consultative Committee,
NICC monitor legislation and regulation

Historical regulation has focussed on "licensed" operators and, after
nearly 20 years, telecommunications competition is largely ineffective
across the UK.

Customers buy services and services competition should be the priority
for regulatory action. Regulation should not seek to shape the market by
promoting particular forms of investment but it should act to constrain
powerful incumbents.

SPIG believes that fair competition in services can be achieved by
following a policy of:

Non-discrimination In investment with no market distortion through
artificial incentives and Between users; all users should be charged the
same price for a given service

Cost-based unbundling Which should not be restricted to only
"interconnect" services, since service management and network management
are as important as conveyance

This will support more productive investment, based on capability, not
regulatory incentives, and faster growth of choice and value for
customers.
