House approves account bill vote [ 2006-7-17 ]

KATHMANDU, July 16: The meeting today of the House of Representatives
approved unanimously the Vote on Account Bill tabled by Finance
Minister Dr Ram Sharan Mahat.

Likewise, the meeting also accepted unanimously the proposal tabled by
Finance Minister Dr Mahat requesting consideration on the Appropriation
Bill 2006.

Earlier, responding to queries and clarification raised by MPs in
course of deliberations on the budget estimates for Fiscal Year
2005/06, Dr Mahat said the historical HoR declaration of May 18, the
agreement reached between the seven-party alliance and the Maoist,
policy and programmes, the documents of recommendations from the
finance committee were the basis for preparation of the budget.

Finance Minister Dr Mahat said the budget has been introduced by
considering the elections to the Constituent Assembly, sustainable
peace, arms management, increasing industry and investment and the
concept of economic development.

He made it clear sufficient budget could not allocated for many
projects and programmes despite the Government wish to do so.

Dr Mahat said that policy measures would be taken for the landless
settlers, banks would be reinstated following guarantee of security and
priority would be given to the upper Karnali Hydel Project.

He said that the slash made in the Royal Palace expenses was historical
and non-transparent expenditure would be discouraged while cheque will
not be issued haphazardly under the Rs. 10 million budget without
specific heading.

The Finance Minister said that the budget allocated this Fiscal Year
was 19 per cent greater in compared to the previous year, Rs. 28
Million was allocated for public welfare advertisement, the process of
rural electrification would ease up and essential budget had been
allocated for the Karnali Highway.

A total of 27 MPs had sought clarification from the Finance Minister.

The House of Representatives will meet again at 11:00 AM on July 21.

Certification
Meanwhile, the "Vote on Account Bill-2006"passed by the House of
Representatives (HoR) today has been certified by the Speaker of the
HoR, as per Rule 135 of the HoR Regulations, 2006 that requires the
Speaker to certify the Bills to turn them into Acts, according to the
Parliament Secretariat.
