KARAPATAN: Badoy-Partosa should have been stripped of her medical license
KARAPATAN noted that the ruling of the Professional Regulations Commission (PRC) finding rabid redtagger and pro-Duterte talking head Lorraine Badoy-Partosa guilty of unethical and unprofessional conduct as the fourth time that she has been castigated by courts and bodies with quasi-judicial functions for red-tagging.
In a decision dated May 8, 2026 but released to the public only on June 27, 2026, the PRC suspended Badoy’s license to practice medicine for six months. The case stemmed from complaints filed in 2022 by healthcare workers after Badoy made public statements linking members of the Alliance of Health Workers (AHW) and community physician Dr. Ma. Natividad Castro to communist organizations.
“Badoy-Partosa’s callous ways should be penalized in a manner that will ensure non-repetition of her crimes. For instance, she should have been stripped of her license to practice medicine, as she willfully and continuously violated the do-no-harm principle in medical ethics. She and her fellow notorious red-taggers at the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) should be fully made accountable for acts that endanger and harm others,” said KARAPATAN secretary general Cristina Palabay.
In March 2023, the Ombudsman found Badoy-Partosa, who was then undersecretary of the NTF-ELCAC, and former NTF-ELCAC spokesperson Antonio Parlade Jr. guilty of conduct prejudicial to the service and reprimanded them following a complaint by the National Union of Peoples’ Lawyers (NUPL). The two had red-tagged the NUPL for holding seminars and education drives to educate the public about their rights during the COVID 19 lockdown—activities which the Ombudsman said did not constitute communist propaganda.
In February 2024, Badoy-Partosa was found guilty by the Supreme Court of indirect contempt and ordered to pay a fine of P30,000 after she threatened Mandaluyong Regional Trial Court Judge Marlo Magdoza-Malagar and made scathing remarks against her online for dismissing the government’s proscription case that sought to declare the Communist Party of the Philippines and the New People’s Army as terrorist organizations.
In December 2024, broadcast journalist Atom Araullo was awarded ₱2.08 million in damages by a Quezon City court after Badoy-Partosa and her fellow red-tagger Jeffrey Celiz red-tagged Araullo and his family. The broadcaster and his mother, Dr. Carol P. Araullo, chair emerita of the Bagong Alyansang Makabayan (Bayan), were the subjects of a red-tagging spree by Badoy and Celiz since 2022 in their show Laban Kasama ng Bayan over Sonshine Media Network International (SMNI).
“Many other victims of red-tagging by Badoy-Partosa and company can file their complaints in Quezon City courts. Under the city’s newly enacted ordinance protecting human rights defenders, those found guilty of threatening and intimidating human rights defenders are required to pay a fine of ₱5,000. Multiply this by the number of persons and organizations she has red-tagged, threatened, harassed and intimidated on social media and over her SMNI program over the years at siguradong wala siyang tigil sa kababayad,” concluded Palabay.
