Families of desaparecidos ask SC: Where is Jovito Palparan?


Support Action and Filing of Manifestation on the whereabouts of convicted Jovito Palparan

Desaparecidos and KARAPATAN and will join the families of Karen Empeño and Sherlyn Cadapan, their lawyers, and fellow human rights defenders in a support action at the Supreme Court following the filing of a Manifestation and Motion seeking to compel the Bureau of Corrections (BuCor) to disclose the whereabouts of convicted retired military general Jovito Palparan and explain reports that he may no longer be detained at the New Bilibid Prison.


The action comes as families and human rights advocates mark the 20th year since the enforced disappearance of University of the Philippines students Karen Empeño and Sherlyn Cadapan, who were abducted on June 26, 2006 at the height of the Gloria Macapagal-Arroyo government’s counterinsurgency campaign.


The filing before the SC seeks to require BuCor to disclose Palparan's current place of confinement, explain the legal basis for any transfer, and return him to the New Bilibid Prison should it be shown that he has been moved to a non-BuCor facility.


Families and supporters stressed that on the 20th year of Karen and Sherlyn's disappearance, there must be no special treatment for a convicted human rights violator and no further injustice to the victims and their families.
