What: Filing of Petition for Writs of Amparo and Habeas Data

Who: NUPL, Atty. Rey Gorgonio and development workers of Paghidaet sa Kauswagan Development Group (Negros) 

When: March 5, 2026 (Thursday), 10:00 a.m.

Where: Supreme Court, Padre Faura Street, Manila

The National Union of People’s Lawyers (NUPL) will file a Petition for the Writs of Amparo and Habeas Data on March 5, to seek judicial protection for Atty. Rey Gorgonio, Chairperson of NUPL-Negros, who has been subjected to persistent death threats and surveillance by individuals believed to be military elements; and development workers of Paghidaet sa Kauswagan Development Group (PKDG), clients of Atty. Gorgonio, who have likewise been subjected to threats, harassment, and attacks, including the abduction of one of their members.

The petition will ask the Supreme Court to order the cessation of threats, harassment, and surveillance and compel state authorities to provide adequate under the Rules on the Writ of Amparo and the Writ of Habeas Data.

Atty. Gorgonio has represented development workers and marginalized communities in Negros Occidental. The incidents cited in the petition form part of a pattern of intimidation and red-tagging directed at human rights lawyers and their clients under the continuing implementation of repressive counter-terrorism laws and measures.
