KARAPATAN vehemently condemns the 2026 national budget as a gigantic pork barrel fund to fuel bureaucratic corruption and fascism.
Of particular concern, said KARAPATAN secretary general Cristina Palabay, is the bigger allocation for Confidential and Intelligence Funds (CIF). Confidential funds grew from PhP4.37 billion to PhP5.25 billion, and intelligence funds from PhP6.4 billion to PhP6.63billion. Out of the total, PhP4.6 billion or 38% has been allotted to the Office of the President. With the CIF largely beyond public scrutiny, Ferdinand Marcos Jr. has been handed PhP4.6 billion on a silver platter as his wherewithal for corruption.
The new budget likewise allots a lump sum of PhP60 billion for the AFP Modernization Program, giving the Department of National Defense the green light to enter into contracts and loan agreements to acquire military hardware without benefit of congressional approval or scrutiny. This makes the AFP Modernization Program an even more lucrative source of corruption.
A total of PhP8.08 billion will go to the so-called Generals' Pork -- a huge fund four times bigger than last year's allotment and funneled to "cleared" barangays upon the imprimatur of the NationalTask Force to End Local Communist Armed Conflict (NTF-ELCAC). It is hush money for barangays that have gone all-out with red-tagging,implemented forced or fake surrenders, stamped out visible dissentand stifled critical discourse in accordance with the NTF-ELCAC's warped concept of peace and justice.
Following the NTF-ELCAC'S design, ayuda and a smattering of local infrastructure projects take the place of genuine agrarian reform and the other requisites of social justice. It is PhP8.08 billion allotted to disregard the deep-seated roots of the people's seething unrest, thereby perpetuating injustice.
KARAPATAN roundly repudiates the anti-people 2026 budget and joins the public in demanding that funds earmarked for corruption and fascism be rechanneled to urgently needed social services for our people.
