Mothers of disappeared UP students ask BUCOR to disclose Palparan's whereabouts

Together with their counsel, mothers of disappeared UP students Karen Empeno and Sherlyn Cadapan personally went to the Bureau of Corrections to see whether convicted Maj. Gen. Jovito Palparan is there, serving sentence.

Through a letter addressed to the BUCOR, Cadapan and Empeño's counsel, the National Union of People's Lawyers, asked the BUCOR to "personally verify" whether Palparan remains detained at the NBP, and whether he is confined with the Maximum Security Compound.

The inquiry comes after they filed a manifestation and motion before the Supreme Court last week, seeking an order directing BuCor to confirm Palparan's location. They included court notices addressed to Palparan that were returned unserved with annotations stating that he had been transferred to “BuCor-Baguio” and “PMA Baguio.”

Palparan is serving a sentence of reclusion perpetua without eligibility for parole after being convicted in 2018 for two counts of kidnapping and serious illegal detention of Sherlyn and Karen, who were abducted by military forces under his command on June 26, 2006.

They have been missing for 20 years tomorrow, June 26.
